Government hub expands at 25 The Terrace in Wellington

Te Puāwai o Te Aroha (Pastoral House) has welcomed a new tenant this year, with the Ministry of Transport (MoT) joining the shared government accommodation at 25 The Terrace, Wellington.

MoT began its staged move on 26 January 2026, with staff to be fully settled in by 9 February.

The move brings MoT together with MBIE, the Ministry for Primary Industries (MPI), and the Ministry of Education (MoE) in a co location designed to make smarter use of office space across the public sector.

This follows a review of accommodation needs and future requirements and supports the Government’s strategy to use its property footprint more efficiently while delivering better long term value for taxpayers.

“A significant amount of planning has gone into ensuring the move is well coordinated and low disruption, says Matt Meehan, Government Property Office (GPO) General Manager.

“All four agencies worked closely together so the transition could go smoothly while day to day mahi continues as normal. Public services will remain unaffected throughout the move.”

Under the new arrangement, MoT will occupy Levels 16, 17 and 18 of Te Puāwai o Te Aroha and will exit its current premises at 3 Queens Wharf as its lease concludes.

Te Puāwai o Te Aroha fitted the property bill because it is centrally located, well connected to public transport, and already home to several agencies that can be accommodated within existing leases.

“The move is part of a wider, long term approach led by the GPO to optimise how government uses office accommodation nationwide. Many agencies across the sector are currently reviewing their space needs, and more co location arrangements are expected over time as the system shifts toward more flexible and efficient working environments.”

Teams at Te Puāwai o Te Aroha can expect to see new faces around the building and further information about the integration of shared spaces. The move marks another step toward a more connected, efficient, and collaborative public service workplace.
